It is an online service that complements the bicycle-sharing system. Launched on 01/02/2015, it gives biciCas users all the information regarding their subscriptions, rentals, penalties and incidents. The biciCas bicycle-sharing system consists of a network of automated bicycle stations that offer bicycles to the public for use in the city for the established time period (maximum 2 hours per use).
It is a public bicycle-sharing system that offers a quick, flexible and practical option for public transport, promoting the use of a healthy urban mode of transport in the community of Castellón de la Plana.
You can register by entering the new User Panel (panel.bicicas.es), or by going to our main office. In the registration form you must you accept the rules of use of this service and must provide the personal details that it requires.
Once a user creates an account, a subscription will be required in order to be able to make use of the bicycle-sharing service. This payment will be made by credit or debit card in the appropriate payment form.
Once the first subscription has been purchased, users will be able to pick up their card from any of our offices. The subscription price will be accompanied by a €5 deposit, which will be reimbursed if the card is returned in perfect condition.
Minors who wish to sign up will need to go to a user support office accompanied by a parent or legal guardian in order to take out a membership.
As of 02/01/2015, the service is available 24 hours a day, with certain exceptions for the indicated days with an altered timetable.
Firstly, you must register on our User Panel (panel.bicicas.es) and take out a subscription. Once you have your subscription (and only on your first time using it), you must go to one of our offices to pick up your card - which will allow you to use the service - as well as the headlight for your bicycle. With a subscription and a biciCas card, you can borrow a bicycle from any of our docking stations found throughout the city of Castellón. For this, you must swipe your card and enter your PIN code. Next, you can select a bicycle (remember that there is a margin of 20-30 seconds to take the bicycle from the station). Be sure to check that it is in good condition before you take it. When you finish your journey, simply return the bicycle to any of the docking stations, ensuring that it is securely locked and that you have finished your session correctly.
A subscription lets you enjoy the biciCas service for the duration of the period that you select when you subscribe.

Use of the system is strictly reserved for registered users of the service, associated to a personal and non-transferable user card or, where appropriate, through the mobile App.
To use a bicycle at any docking station, these steps must be followed:
Any users who break the rules of use of the service will be blocked by the system. Through the “Register Incidents” option on the terminal screen, the user may record any breakdown or incident concerning any part of the docking station. The incident will remain in the system for the purposes of quality control. The City Hall will have access to this log of incidents. Additionally, the user may choose to report the problem to the Incident Management Helpline, which will be in operation from Monday to Saturday, from 07:00 to 22:00. The telephone number for this service will be indicated on the multimedia information point terminal. On the terminal, the user can also find out information related to the docking stations and the availability of bicycles at all docking stations in real time.
Users will be able to access the web, where they will be informed of news or breakdowns related to the system, the map showing the current information of the docking stations, FAQs, etc. They will also be able to access the User Panel, where they can check their data and subscriptions, among other functions.
As of 02/01/2015, the system will be in operation 24/7, except for reasons of force majeure, system maintenance, a decision made by municipal authorities or other public organisation, or for any other reason that partially or fully hinders the service.

These rates will be increased by the VAT rate in force at the time of accrual of the subscription price. Any price that the user chooses will be paid when processing the registration.
Annual subscriptions can be renewed with a direct payment made through the User Panel or the mobile application. These methods may be modified depending on specific needs. Any changes will be announced in advance.
Any damages to the bicycle caused by incorrect use will be attributable to the user, who, depending on the circumstances, may lose his/her right to use the service, without prejudice to his/her obligation to pay the reparation costs of the vehicle. In the event of a bicycle being returned late, the card used to access the service will be disactivated according to the following:
If the bicycle is improperly anchored by the user, is found either parked on a public road without any anti-theft protection or in any area (public or private) accessible to the public where it is susceptible to theft, the disqualification will be for 15 days. Carrying a passenger on the bicycle is considered a serious offence, resulting in a disqualification of one month.
Following the introduction of the improvements:
If the bicycle is improperly anchored by the user, is found either parked on a public road without any anti-theft protection or in any area (public or private) accessible to the public where it is susceptible to theft, the disqualification will be for seven days.
Carrying a passenger on the bicycle is considered a serious offence, resulting in a disqualification of one month.
In the event of a reoccurrence, the following actions shall be applied:
Penalties will be counted and recorded for the previous 12 months of use of the service.
The theft of a bicycle that occurs while it is in the possession of a user will carry with it a fine of €300 and a seven-day disqualification from the service. This amount must be paid after three days subsequent to the bicycle's disappearance. Should the bicycle reappear, the amount shall be the estimate of repair costs if it is in bad condition. Photographs will be taken, and will serve as evidence.
If the reoccurrence in question is of a misuse of the bicycle, as well as paying for the reparation of the bicycle, the user will also be permanently banned from the service.
Given the extendable nature of the card valid for one year, cancellation of payment obligations will require the prior request for the account to be deactivated, at least 15 days before the completion of the card's one-year period of validity. There are two types of deactivation:
These rules of use prevail over any prior rules. Generally, in the event of a breach of any of the clauses in this document, the appropriate legal proceedings will be executed.
All personal data is voluntarily provided by the user, who is advised that said data will be included in an automated file. This data will be treated confidentially and will not be passed on to any third parties that are unaffiliated with the management of biciCas's bicycle-sharing system. Those to whom said data belongs will be able to exercise their rights to opposition, access, rectification and cancellation in accordance with the Personal Data Protection Law (L.O. 15/1999, December).
The user agrees that all the data that (s)he provides is correct, and that the credit card used in active. The user also accepts the general conditions set forth in this document.
Images captured at docking stations by CCTV surveillance will be handled confidentially and will not be passed on to any third parties that are not affiliated with the management of biciCas's bicycle-sharing system. These images will only be used to observe cases of vandalism, the disappearance of bicycles and to serve as proof of misuse of the service.
The user expressly, and without any reservation whatsoever, accepts the contents of biciCas's General Terms for use of its web page.
